I just turned on my settings here in Virginia, and they have posted the update on the Vita's Settings via WiFi as of Midnight.
So, if you are still up, connect your Vita and get it updated so you can play PSone titles, have it treated as a secondary PS3 controller, and other stuff.

Some new stuff: you can use the console's buttons to navigate the applications instead of using the touchscreen, you can use the rear touchpad to scroll webpages in the browser (you must turn it on in the settings in the lower right corner of the browser screen), and Cross Controller.
