'She' when 'she' clearly has... err...

Something I've always wondered about, and been seeing more lately. Why does something with a peen and titzen get called 'she'? Guys can have boobs (real ones, not moobs) from hormone treatments, but there's no way to perform an addadictame without surgery for women.
For herms, maybe I can see it, of the three secondary sex characteristics, they're at a ratio of 2:1 female, but 'guy with tits', why do people call them 'she'?

I could be wrong, that's just the impression I was under.
I have no PROBLEM with it, I like all sorts of naughty bits. :) Am just curious why the terminology.
