I am writing this, because i want and need you help.

There are two picture ideas i have in my head and that i want done :3

The first is rather simple so i describe it first:
A picture of my me (ivy) as a tf2 medic :)
well, i have been playing tf2 for over 60 hours now, more than 90% of that as a medic :3
Might be a little bit difficult with the gear because of my flower, but it should be doable in some way :3
i love the tf2 style and i love being a medic, so please someone draw it ^^;

THE second one is a little (lot) more complicated.
Its about a fantasy rp character i´m currently designing, its a reptile magic user on which i am elaborating on in detail now, so if you´re not interested in reading that don´t say i didn´t warned you.

He is a blue, dragonlike wingless reptile from a very hot desert planet. His whole body is covered by small (about the size of a thumbs fingernail) scales in an iridescent dark blue, lighter towards the be belly, ending in a creamy white (well i just love blue characters so i´m sticking to that :P) The scales are kinda like an armadillos and able spread a little from his body, under them them skin is covered by a short fur allowing for the large temperature differences in his habitat.

His hand and foortpaws have 4 fingers, of which the outer two have the funtion of a thumb (so two large fingers in the middle and two thumbs left and right, his race naturally ambidextrous)
the feet that are digitigrade and also have two parralel toes while the outer ones spread and give stability to the sides.
His feet have some gripping capabilities, he can pick up things with them quite easily but for example not do hard dexterous tasks.
Fingers and toes ending in small straight claws.
There are small fins on his arms (two on the outer sides of each biceps) back (three on each side coming from his shoulders) and legs (one inside and out of each calf)
The backstory being that their planet was once covered with water before their sun heated up considerably and they all dried up, leaving a salty desert behind with most of the water deep underground or frozen at the poles.
Once capable fins when they were swimming now only remnants of that, much like a red firefishs fins, mostly decorative, a bony string with a little bit of flesh anchored by a muscle so they can move a little.
now they only serve as a heat regulation mechanism and for some gesturing.
they are skinny and leathery in the same color as the scales, but with lighter tips.
About the head:
The head is from its form dragonlike, with two very short conical stubby horns, the snout also his small pointy ears hidden behind the horns, movable and twistable in all directions, usually flat on the head to protect them against eh winds and sand.
His snout also rather short and more beak like, with jagged edge in the front and teeth behind that, but the front stubby, with nostrils to the front but partially covered.
His eyes are golden and reflective, an adaptation to their extremly bright sun.
even his pupil covered by a thin reflective layer, making it seem golden like the iris but more dim, reflecting the light, so for people that don´t know their race it seems like their eyes are blind, although they can see quite well.
They mostly see through the infrared and the ultraviolet spectrum only partially with what is visible to the human eye.
His overall figure is quite tall and very slim built, almost a bit bony, but also slightly muscular.
His eddys a bit elongated and pointing slightly out of his back.
His spine ending in a long flexible tail, about one and a half times the length of his legs, beginning thick and then getting more hardened and thinner towards the tip, ending in a bony, spearlike tip.

Mhh i think thats all about the body, so now about the details and outfit.
He is a solar and gravity caster, means he can control the light flowing around him, forming powerful illusions, hide himself or burn his enemies with focussed light.
The gravity control is an advanced form of telekinesis, allowing them to lift and control their own body or objects around them.
His arcane focus are three light blue tranlucent crystal balls, about the size of tennis balls, that are usually flying freely around him, as driven by an unseen force, although he can easily control their movements.
They are made from a mystic arcane crystal found only in a few hidden valleys, they are harder than everything found on their world and the runes that cover them were carved into them with powerful magic.
They seem to glow from the insides , brighter the more power he channels through them.
As a sign of his profession aswell as another focus of his power he has mystical tattos on his body.
Specifically from his fingertips running up the back of his arms over his shoulders, combining on his back and then running down his spine ending at the base of his tail.
They are etched into his scales making them a bright pattern against his darker scales.
The pattern is abstract tribal like but more jagged, in a way resembling intertwined lightning or something like that.
He usually wears light brown thin woven clothes, that are treated with a special ointment that makes them reflective, making them look silverish and a bit silk like although they are not as smooth.
depending on the situation only wide pants or a full combo that hides most of his body, making him look like a bedouin.
Over this he wears an aquamarine colored sash (another sign of his profession) that holds three throwing daggers and an assortment of small glass ampules containing various potions.
He also hears a leather belt around his waits over his clothing, with more potions and small pouches with various stuff.
on the back is a sheath for a small short sword with an etched blade, the etching resembling his tattoos.
He usually wears no shoes, but has strips of clothing or thin leather wrapped around his feet to protect his paws leaving the claws free.
He wears thing fingerless leather gloves in combination with leather bracers with small metal plates on the outside.
An about finger thick loose golden band around his right wrist, a silver ring with an ember stone on the left middle finger of his left hand, an old family heirloom.
His left ear is pierced near the base with a small golden ring, other than that he wears no other jewelry.
Usually he carries some sort of leather bagpack or large pouch around his shoulder.

mhhi i think this should give a fairly good impression, i´ll add details later if i remember any that i missed (or if you find anything unclear)

The idea is that i currently not know what artists i should comission for this, so if you know anyone whose style fits this, tell me, i would be very glad.
Of course i will be searching myself, but maybe you can give me pointers.

My financial limit for these two are 60€ together (so about 90$ at the current exchange rates) which i hope is enough to get both pieces done.
