being an 'artist' - producing art

So i was thinking, does anyone have a right to tell anyone else that he/she is bad at art?
Take FA for instance, it covers the full gammit of people making art, full on professionals who make art their jobs (whose work i drool over), to those just starting out, who may not be so great just yet.
Does a site like FA have a right or an obligation to say to someone, thanks for trying, but your art is not good enough, go away kthnx.
Im kinda in two minds because i can see both sides. There is a lot about my art im not happy with, but i still enjoy the feedback i get for it. I think it would be upsetting if somebody said something cruel about something id worked hard on.
BUT, somebody can spend 4 hours on a drawing and it still be bollocks, it happens, ive left drawings behind before never to be seen because i realised it wasn't working out (its a skill in itself to walk away sometimes).
And most people who come to a site like this probably would rather see established artists i guess, than those just learning the ropes, so where is the line drawn?

In my opinion, given the circumstances, the best way to deal with it is to just watch the artists you like and don't browse the site. Which would be even better if FA allowed you to block artists and keywords from appearing while browsing the site, so you can specifically avoid the people who post bad quality images continuously and never improve, or of subjects you never want to see.
But yeah, i mostly do just go by watching, browsing is... interesting to say the least.
Just seems inefficient, like there are probably dozens of amazing artists i just have stumbled across yet.
OTOH if someone wants to get better as an artist and they're not very good, it can be discouraging if nobody looks at your stuff or gives you feedback. And then there's no way to find out how to improve. Which might be a bigger problem, but I don't know.
i guess its up to each person if they choose to take on constructive criticism or not, or even if they seek it.
and its up to us if we choose to look at their work. *shrugs*
