Shrinking images while maintaining quality?

I'm trying to shrink a 250x500 image down by %50 (125x250), but the smaller image it turning out rather pixely. Is there a program I can pop the larger image into where I can shrink it down and maintain a nice resolution/ quality?(gimp's being poopy.) Or am I going to have to manually smooth out the pixels and redo the lines after it's shrunken
NOTE: The image I'm working with is a Psd file. I need to save the shrunken version as .png

Alternatively, you can shrink to 67% then again to 75%. That will result in a net 50% shrink. With bicubic resample each time, this should not have too much pixelation but the image may end up blurry and have other artifacts.
