Steel Versus Aluminum

Ok, so I have talked to some other metal workers, and most have the idea that Steel, and Aluminum have the same aspect ratio. They do not. A 16ga 3/8" ID Aluminum ring has an AR of 6 right? Steel, for the same wire size and ID, has an AR of 6.1. What does this mean? Trying to make Dragonscale out of steel requires you bump up the larger ring to make it more flexible or it will stay as a stiff sheet that doesn't have any flex. How do I know this? I have tried already. Trust me... AR of 6.1, and 4.2 don't mix when trying to make DS.
Almost forgot to mention one tiny detail... I hand bend, cut, and file all my steel. There is variation even in the same sized rings.

I imagine the kind of steel also matters; I know virtually nothing about metal working, but I think I know that. :P Is there a 'standard' steel type?

Mild Steel(What I normally use) and Galvanized Steel are the most common. You will only find Carbon Steel on swords and where strength, but not flexibility is key.
