Original artist's permission is needed if you already have permission to post it only to your FA gallery.

Well, all I ask is "Is it okay if I colour this? (link to picture)". They never specify if they only want it on FA, it's just I don't know if any of them only want their stuff on FA and not other sites.

Then you can post it to Weasyl but it's still polite to ask permission because some artists might have assumed that you're going to post it only to FA.
