I got a partial/what should he sound like?

NO PARENTS ALLOWED In case you weren't aware, I bid on and won a german shepherd partial knot too long ago. I'm going to totally pay it off by next week and I imagine I'll get it some point in December. So by this coming up Elliott's or something, I'll likely have it. I've already created a character for him, and you can read it in my profile info or something if you haven't, but I'm still in the process of generating a voice for him.
I'm really into creating alternate personas and speaking voices. I do it all the time in real life, my most prominent ones being Ke Yan and Quoc Tran, my Chinese and Vietnamese alter egos respectively. Xoc is obsessed with sharks and very socially awkward in the sense that he's very naive about social situations. He's not shy, he's just easily capable of alienating an entire room of people. So he's basically autistic as fuck. But what would/should that sound like? I want to make him approachable, kawaii, and lovable but at the same time very annoying, repugnant and even mildly offensive. Any suggestions?
