I'm having this really annoying problem with my PC as of late. It's been going on for months, for some reason I'm having problems downloading files from ANY website, even updates for programs and such. When I try to download a file (Or whatever) it takes a REALLY long time to download. Often times it will drop the download for a bit then begin downloading it again (from the point where it stopped). Other times it will just time out and stop downloading all together.
It also effects how fast image files become visible as well. It takes much longer for pics on FA or any other image site to load than previously.
Now I'm no tech, but I know the usual routine. So I've already scanned and cleaned my PC multiple times with various software. It defrags itself on a weekly basis, I also preempted a defrag a few times myself. Every thing is up to date, my internet connection and speed are absolutely fine. I have no problems getting to or surfing various sites. BITorrent files have no trouble downloading at all and seem to be unaffected by whatever problems regular downloads are having.
I've also cleaned my registry quite a few times as well as try different browsers. Basically, I'm hoping someone else has had this annoying issue and was able to deal with it accordingly.

Also couldn't even get through command prompt, "operation failed as no adapter is in the state permissible for this operation." Ran it as administrator too.
This issue actually has to do with error correction and the maximum number of lost packets. If too many packets are lost, the other computer will "forget" that you exist and it won't send any more data. It's really annoying.
The problem is either with your ISP, or more likely your modem or router. The first thing to do is bypass your router (if you have one) and have the modem plugged directly into your PC. If that doesn't work, it may be possible to run some diagnostics on your modem, but that depends on what information your ISP gave you when you signed up. I admit I'm not too knowledgeable about network diagnostics, so I couldn't tell you what programs to run to look for connection issues. I just know through experience that this is almost certainly not your PC or your web browser.
As a temporary solution, get yourself a download manager that supports auto-resume. I use WackGet (no relation).
