New FAEC feature!

Adds a bunch of new stuff, check the changelog for more info.
Just added a nice new feature to FAEC, besides the others that have been added over time since my last post about it. Now there's a lot more tag buttons for your reply boxes! (I may try to add them to the "New Journal" box soon also, possibly along with the emotes buttons. I'll have to see.)

Edit: Added some more tag/code buttons, including a tags-and-codes help page button. Also fixed the tooltips for tag buttons, including the original ones. (The original HTML code only had alt tags, and no title tags. These have been added.)
