My closest to animating something was drawing thousands of hand draw pictures and flipping them over really fast. it took so long =__=
I ended up giving up.

Well as far as my experience goes, Flash is the best animating program, but it is expensive >n<
I use Iaza.com to animate icons and little things, it's really easy to use but it's very simple (not a bad thing though). Also it converts everything to .GIF format.
Windows Live Movie Maker is okay, but absolutely murders the quality, and as far as I know there is no 'loop' option for runcycles and such. And you need to set the time each frame goes past manually, which is really time-consuming, especially if you plan to do some kind of AMV or long animation.

So Iaza is the best for simple animations, it doesn't have built-in features like Flash, but it gets the job done. Flash is expensive, but really worth it if you can find good tutorials and stuff to learn to use it (it is kinda complicated). You can also use Flash as just a drawing program as well, which is a bonus.
