Concept for a Partial Suit. Any Advice?

Hey everybody! As of late, I've been thinking about making a partial scaly suit for the next time I go to a convention. What I want to do is make a 3-part suit including a skin-tight undershirt, a tail, and a head.
The biggest obstacle I'm facing seems to be how I can make the undershirt. I need something skin-tight that allows my skin to breathe. Something that I can wear a T-shirt over. One problem I'm having is how I can make the sleeves. They have to reach all the way out to cover my hands like gloves. A funny way of putting this shirt into perspective would be like pantyhose for your arms. xP
I think I have the tail pretty much squared away in terms of who and what to look for. But another problem on my mind is the head. A standard fursuit head would most likely be too large proportion-wise if the rest of my suit is going to be skin-tight. For that I'm considering the idea of tighter-fitting head. A mask probably?
Anywho, if you or someone you know has any experience in making these kinds of partial suits, any advice would be greatly appreciated! Thank you!

For the head, I would suggest a balaclava and slightly higher-density foam than would would be used on a normal 'suit head, and just put as little material elsewhere on the rest of the head as possible; that's my current thought, anyway. I'm looking at a similar style for myself eventually, so the head's giving me issues too.
