This has happened before where there was a tie. The last time this happened I think Lyso awarded all but limited it to 1 character. But that could become a pain.

Given the particular nature of THIS tie I just have to laugh at how awkward this is.

Never had that happen before, surprisingly. But I guess the different locations makes even a low-odds shot like that a bit more possible. And I'm not sure if there's a way to view things by their second counts.

We could I guess, but there's still so much that could delay a response, and make two or more appear at the "same" time".
Much of it, such as networks, traffic, etc, would be out of FA's control.

Not quite. If you require it to be from the same location (comments, notes, etc) then whichever one was submitted first will be clearly visible, even if the timestamps are the same. The one that loads up and displays first in the comments or notes would clearly be the first.
