new website for writers

okay, so here is what I am thinking.....
I want to make a website (I can do that part, I am not begging for help on that) where people can freely post their writings and have others (respectfully) crique it for the sake of improvement, because writing is an under cherished art form
what I need though is a few people to help run it, help go through and make sure people arn't being too mean with their critiquing or are beiing ass wads, you know?
I think I will recruit 3 people initially, and if this thing grows, I will look for more. But, I will not start this until I have 3 main moderators, maybe have sub category mods if more people are eager to help run this
THE WEBSITE ITSELF... will be solely for written works and about improving writing ability, making friends with same interests, getting peoples work seen and promoting lesser heard or known writers through various contests or various other means that me and my council of mods will brainstorm out.

all the help that can be offered would be appreciated
p.s. if there are any people out there that are tech savvy enough to build a site from scratch.... I am less technology profecient, but I want this site to be really good and have as few issues as possible... so.... the more professional assistance, the better ^^;;;;
