I really really need help

I just dunno what to do, the thingy came up, like the main screen for windows 7, but it just isnt opening up anything else, i can move the mouse and i just dunno what to do... Please just help me, i dont know anything about computers. and i know im panicking. i know i shouldnt be but this sucks, if i cant get shit done i wont be able to finish finals and talk to people and everything. D: this SUCKS... i need to get my files...
In other news, im using another computer to get back to you, my main laptop sucks now, so tell me what i should get in the 300 to 500 dollah range that can play Guild Wars 2 and Skyrim without problems, not on Ultra graphics though, thats a bit too... much... but i also want to have 100 to 200 GB, and have RAM that is good. I also want to play minecraft and stuff but that doesnt matter. I also need help in figuring out how to save my data. any clues?
also if you wish to help me out thats fine. i do have money in paypal but it isnt much, and im trying to find a way to transfer it all to my bank account, seeing as how it messed up my card number x.x but thats a story for another itme... thank you guys and gals for your help

Usually booting into Safe Mode will allow you to access most aspects of your computer, if you haven't tried that already.
If you need my home phone number, get to me on Skype. You know my dad is all techy and will know how to help.
If I was in the situation I would probably restore windows using the DoS but I seriously doubt your laptop came with the SYSTEM files for Windows seven like some desctops do. Even reinstalling your Operating System would remove previous data from your Laptop.
