my neightbor is abusing his dog

he's had the pup for almost a year now . and ive seen him beating his dog for teh past week, so im taking pictures and videos of it to turn him into the SPCA. Ordinarily i would confront him face to face about it , but seeing as he is mentally unstable im choosing to take a safer route.
thats something a teacher and i share, we both hate seeing animal's abused
especially dogs, all they want to do is please their master.
