job search advice needed for a friend

so here is the story. i have a friend who I convinced to move out here to alberta from bc as he was having a hard time with making enough to fit his bills. unfortunately telling him to not spend X amount on what ever(small purchases) or selling the high priced things(truck/atv) that cost him on his monthly bills tab is an option.
anyways i dont know if its his just his tactics but he has not been able to get anything other than a retail job at the moment. currently he lives under my roof rent free until he can get the work needed to get on track and has that extra money on top of the bills he already owes (credit card debt and vehicle payment). although he doesnt have any tickets he has experience back in bc doing all sorts of labour jobs at a logging company. is that enough? unfortunately i am feeling like a broken record as i find myself telling him the same points over and over regarding sending resumes everday and using aggressive tactics, especially when he figures he should just wait and see what a few resumes sent out will result in, or wait a few days before contacting the people after an interview.
for the most part he is trying to get in with labour or see if he can find someone to start an apprenticeship with him in heavy duty or welding (he had a welding ticket from bc but no hours) we adjusted his resume where it started off as crap and changed it up to the point of starting to get interviews but still waiting.
could anyone offer advice that i could pass on to him or should i just give him the one way ticket back to ma and pa back in bc? (keep in mind he is a good guy and helps out around the house and with groceries so hes not really 100% living off me)
