You gotta have their friend code saved in your 3DS and be connected to the internet. If their gate is open you can visit...or if yours is open they can visit.

Yup - you have to have friends on your 3DS - hitting the orange smiley icon on the home screen is how ya get to where you add people. Then when people check and see what towns are open they can join if you leave yours open. (:
