Id like to have an note or email saying if I was on time for the upgrade. I actually had to wait a minute after 10 to finally get the reg page to submit my info. Finished reg 3 minute after.

Also, If I decide to upgrade, do I have to pay the full fee of the new level, or just the difference between the two fees?
