College is half about learning and half about meeting people. You get to know some of your lifelong friends in college because people don't already have friends and established cliques and stuff, so they are more open minded about making new friends. I had a group of friends within a few weeks of starting college, so it was never boring if I didn't want it to be, and 8 years later, we're still in touch!
Enh, it's easy, unless you're very anxious. Most of the time, there'll be another person or a few people who feel the exact same way you do. It's just a matter of making the first move and speaking to someone you don't know. Usually after a few minutes, you can tell if they're okay being talked to or not, and if they're okay, it can become a regular thing. It doesn't take much thought.
You're probably not socially awkward, just a little shy, and shyness is just a fear of other people being disapproving of you if you let them get to know you. On the flip side, if you were naturally confident and outgoing, you'd find that even if someone has a tendency to be judgemental, they'd be likely to warm up to you just because of how open you were - so being shy isn't protecting anything, really. :)
