Service Outage

General
Last night was the second time in two months we lost net service. I don't know what's causing it, or if it's something I'm doing... but when Google's front page takes more than 30 minutes to respond, FA doesn't even come up, and IM's constantly cycle from connection/disconnection sprees... something is REALLY wrong.
Before anyone says anything I tried all of the following:
*Repairing my computers network connection
*Restarting my computer
*Logging into the secondary router (The one I'm connected to), and manually releasing/renewing the DCHP.
*Power cycling the secondary router.
*Logging into the primary router (The one connected to the modem), and manually releasing/renewing the DCHP.
*Power cycling the primary router.
*Power cycling the Modem itself.
*Directly connecting my laptop to the modem. No response save the above.
I'm worried I may have upset some people (Specifically on AIM, since a disconnect doesn't log you out)... despite the fact I couldn't do anything about it.
Why am I so paranoid about this all of a sudden?

FA+

All connections clean and installed tightly.
Drivers proper, and up to date.
you might have to get up with your provider to have the lines checked.
Only using hard-wire connections, and all checked out connected.
Drivers are as up to date as I can get them on the comp I use for the net.
How do you go about checking lines?
I plugged the modem directly into my laptop, and it was practically responsive. Problem was more than likely on their end.
... It just did about 30 seconds ago.
If this keeps happening, I'm going to complain to get a service change...
