I need some advice

I'm going to keep this anonymous for now as I'm just needing advice @_____@`
In the middle of February this year I paid for a custom adoptable over on dA. Everything was fine and I was happy to be getting a custom. Two months come and go and I send a note asking for an update, which doesn't get replied to but the user posts a journal a few days later saying they're on a hiatus because they're working full time and are rarely on their computer. They also said that on May 13th they have a two week vacation and that's when they'll work on the art they owe.
This was alright with me, I didn't mind waiting as long as I was updated. So May comes and goes with no commissions/custom adopts posted and then in the middle of June they make a new journal saying they're having computer problems and that they've been in hospital for the past few days. They also mention that they'll do extra art for all the people that have been waiting. I didn't comment on the journal but I still wanted the design I paid for so I decided to continue waiting.
A month or so later in July they popped up on my tumblr dash when someone I follow replied to an ask from them, so I went over to their page to see if they were active. That's where I saw an anonymous ask from someone asking when they're going to do all the art people have paid for and the answer to that was that they'd ordered a new computer and were waiting for it to arrive. This wasn't mentioned on dA but at least it was something right?
And now we're in August and almost hitting the 6 month mark since I paid. I left a comment on their page asking about the custom once more and to this day I haven't heard anything. I'm at a point where i'm not completely sure if I even want the design anymore. I've considered noting them and giving a date when I want it by or I want a refund, but then thought that might be too brash.
So i'm just a bit stuck really. Can anyone help me out?

AB will definitely be my last resort but because the communication has been so poor I feel it would be justified. I am concerned that i'll end up with neither a refund or a design because of this factor, and also that if I make the AB post that could make them even less active?
sometimes people eventually slow down and become inactive, i don't doubt they're having technical issues but they should have did the adopt in may when they said they would and were able to 8I
Oh definitely, especially because they said they'll work on art during that 2 week break and didn't post anything from their commission list. I believe they posted a double design auction during May and if I remember right both designs went for $130+. This was what gave me a bit of hope that they were active again.
