So scout has an issue... with not listening to me at all... He must have thought he can assume the dominant roll around here... well he's not going to. My question to you guys would be this, What to do?
When you feed him, make him do something for it first. It can be as simple as sit, or a trick. Since he has such training issues (been tellin you foos train his ass!), this would be an excellent time to use basic training for such. So before each meal, he needs to sit, or lay down first. Making sure they know they eat when YOU say, is a key part of showing who's boss. Also of course, don't let him mess with you when you guys are eating, by putting an immediate stop to any begging behavior.
Same for when you go outside, he needs to sit or laydown (or whatever else you wish to teach him) before you go out. Also be sure that YOU are the first one out and the first one inside. If they go first, that can sometimes reinforce dominance issues.
If hes' misbehaving a lot and not listening, then separate him from the group for awhile. There's a focus here on you obviously since as you said, hes' not listening to you, but Kairu also needs to always be aware of making him listen and behave, or else they just take that to mean they only have to listen to certain people.
Dogs aren't hard, that basic pack structure and instinct is relatively easy to cultivate. Just always keep (everything) in the realm of who's in charge. (You). If this doesnt' work, you may need to consult a trainer.
