If you have an older computer, stick with XP - the "upgrade" is not a good idea for you, and depending on your hardware configuration you might not even be able to run it with any reasonable speed.
If you're buying a new computer, go with Vista Home Premium. You'll be just fine.
All in all if you have XP and it is fine, I say stick with it, the flashy look and little gadgets Vista give you aren't that big of a deal. However if you want to try Vista go for it, it is not all that bad either.
The one thing I hear a lot about are backward compatibility issues so if you don't have drivers that can handle running on Vista and it just doesn't happen to work when you plug it in regardless, I feel sorry. The next thing is that I tried to delete some pictures I copied from my digital camera to his laptop. Let's just say after I disconnected said camera and sent the picture the pictures out, the computer would gripe up a storm about letting me remove them but somehow after restarting, they were either gone or wouldn't gripe (might be system lock there). An artist friend of mine just bought a new computer which I had to set up for her. Had the file deleting issue again but on top of that, her net constantly acts up as she has to use a wireless connection which I am told sucks to use with Vista.
The last thing is that if you aren't already used to the new format of the menu, it's easy to confuse the shutdown option with the standby option because you well, you would think a 0 with a 1 inside of it would refer to power. Not the case. You hit that, your going into standby and the only ways I know around that is to change your menu style to classic or maybe just hit the power button and see if that'll do it. Overall I can't say I enjoyed using Vista much so far.
Conversely, it is a bit of a jump from XP to Vista, and unless you intend to do so with a good machine, I would not suggest diving in. The worst part about it is the uppity security system, which will ask you five times if you really really, really uber sincerely, want to do this. It's great for avoiding spyware and the like, but can be a hassle if you use alot of different programs at once.
Try it out a bit on another machine before you invest in yourself.
