You could maybe try Google+? They do not allow mature content (at least, not for public posts), but there are adult private communities in Google+ which have been going for a long time without problems

Even with many members willing to pay for membership, I'm afraid new members will be much rarer and activity much lower if the forum requires payment. It's not that people are cheap or poor, it has more to do with psychological reasons. But I could also be wrong since a lot of the members are just lurkers anyway. At least it should be an open board that allows non-members to visit the place, even if they can't post anything. Not everybody is willing to pay for something without knowing what it is they are paying for first.

With bandwidth and storage and such dramatically increased from what it used to be ten years ago, i' pretty sure a small special interests forum and site would be quite affordable.

When you say no beast, are you referring to conventional bestiality only? I'm asking because there are many stories also here on furaffinty that includes some sort of bestiality considering that many humans are transformed into an animal like shape.
