Mentally ill guy is blocking traffic, being mentally ill and stuff. NYPD shoot in his general direction because he has pockets or something. They hit two bystanders, because NYPD have stormtrooper accuracy, and taser the crazy man.

DA apparently charged the ill man with assault because he, unarmed 'caused the condition' under which the other two people were shot. They're charging the man as if HE had shot those people and not the police, just because the cops shot at him for poorly thought out reasons. Taser seemed to work, and they even hit their target with that!

The fact though that the police could charge him for THEIR negligence is astounding.
