Generally speaking, PC versions are better because they may get more updates and bug fixes. You could also get higher qualities, and higher FPS.

I'd choose based on whichever my friends would be playing on, haha.

PC would be better in 99% of cases, but it would also cost more (sometimes much more) to get a PC that would be the equivalent of a Console version... at least for a new console (if we are talking 360 here instead of the One it won't be much at all), usually they get more/faster updates and more free content too.... USUALLY. It can be more of a headache setting up the game on a PC though, especially if there are any compatibility issues.
