Gift payments also mean lessers fees to be paid I believe and it can get the artists in trouble with paypal for recieving them.
If you do gifts you also cant get a refund unless the artist does it himself so you lose the dispute system

I hope the gift payment is a separate option, because I paid fees usually. Yay for invoices!

P.S. Do you need big scanned version (printing size) of your commission?

If you paid a fee then you were not using the gift payment option.

According to ToS, artist must pay all the fees. But nothing stops them from rising their prices a bit to cover those. Marking payment as gift - when it payment for services/goods - can get the account of artist blocked and their money lost (heard of such cases), and you also won't have the ability to open dispute.
My advice is to use the gift option only when you actually gift something. For commissions - send as service, unless you'll be receiving the original via mail, then mark as goods. Personally, I have set up my account in a way that forces me to accept or refuse each and every incoming payment, so if they're marked wrong - I just refuse them x)

Hmm, I'm afraid, if I mark payments as payments for goods and don't pay fees, artist will get a smaller sum and won't draw me unless I pay it entirely.

Like I said, Papal ToS forces artists to pay these fees. If they don't, they're subject to getting banned x) And nothing stops them from rising their prices to cover the fees, so they're not out of options.
Also, don't mark as goods if you're not actually receiving anything by post - mark as service. Sometimes Paypal can start expecting shipping confirmations, and artists obviously don't have those for digital commissions.

Aww correction, goods/services is now one and the same. It was always separate for where I live, but I didn't send money for so long that I missed the change ^^

I asked the same question on local furry site, and the most of persons (artists) answered that commissioner must pay fees because they don't want to lose money. xD Heh, western furries are more law-abiding.

I find it more logical that the artist pays the fee not the customer, because the artist is the one using the service to sell their products. I'm turned off by any artist who asks the commissioner to pay the fee, because I think it's wrong. If they want to keep the entire amount they are charging, they need to raise their prices.

I guess many artists will say they're freelancers and don't want to pay fees. xD

Nobody wants to pay fees, but its necessary. If I see a commission advertised for $10, it's frustrating to be told its actually $10.69 because you have to pay that artist's bills. If they charge $11 for the same product, then they get their $10 profit, and the customer doesn't feel tricked into paying more, or awkward because they know its breaking rules.

Но попробуем разобраться в этом с "экономической" точки зрения.
Художники зарабатывают своими рисунками. Т.е. предоставляют услуги за деньги.
Есть такая вредная штука, как подоходный налог, который надо оплачивать всем, кто имеет какой-либо источник дохода.
ПП это отслеживает.
Ну и конечно же, защита от мошенничества. Если одному человеку в течении года приходят денежные подарки, это, как минимум, выглядит странно.

Поэтому многие художники самостоятельно оплачивают все эти "таксы", чтобы не возникло проблем с ПП или с налоговой. :D Это все на сколько я могу понять.
