Well, it all comes down to what you want and such. Usually if things arn't set in stone price wise, negotiations can be made.

A big part of it is also...well, a lot of my ideas aren't really solid yet. I've got some but not a lot, but it really does come down to money for me. I'm sure it won't be an issue in the future, but I got all sorts of ideas now and hnnnnngfhgnnngfhg :P

Well think about what you'd like to see over other ideas. Then when you get a slot, tell the artist your idea as well as how much you're able to spend for it. Usually an artist will say yes or no when given a certain amount for what you want. But also don't forget to include something like "If you feel this isn't enough, I'm willing to not go as far with..." then you choose things like detailed backgrounds or heavy coloring or something. You can also, if a digital artist (mostly), have them add to it later.
Example, I do a lot of line art traditionally, but I also have a color artist. So it's not unusual for someone to have me draw something and then later go back and have more of a background added and have it colored.

you can negotiate prices, but truthfully most of the best stuff comes from people doing their own things :o
