Sister in abusive relationship/help???

My younger sister just confessed to me about her abusive long-term relationship. can’t say I didn't know, but … now what??? Apparently he’s threatened to kill her and people in our family, then himself. and it’s been going on for a long time but she kept it secret. I don’t know what to say .. I worry if the police were called (she recorded the threats) then it would just make him angry and vengeful .. he controls her tumblr and her email now.
I made her wake up and tell our grandparents. So they plan on changing phone numbers, now locking doors (we live far out of town so never locked doors) and they are going to police today. Thing is, he lives a few hours away in a bordering state so we're not sure what can be done. >: She told me he has choked her, dragged her out of the car, held her basically hostage in a motel room, ad threatened to kill her pet budgie and "stuff his head down her throat" like what the fuck ... He used to come stay here where I'm living, our father's, so everyone is baffled that he's like this. I'm trying so hard to remain pacifistic about it, but if I see him again he's gonna get chopped. My sister's the most important person in my life and it kills me that I feel like I "knew" this about him but didn't point it out since she was so adamant about staying with him despite the constant phone calling, texting, and controlling her online accounts .. so psycho. He changed her tumblr pass to "whatnowslut" .. because she befriended a MARRIED man who worked at a petstore we frequented. >_< I can't believe this. But the boyfriend HAS blackmailed me for drugs and money before, and was recently arrested/tazed for a suicide attempt.
Ugh ugh ugh. We've told much of the family that if anyone sees him to call the police.

have her go to a womans shelter they will help her in this situation so that she can hide from him while the feds take care of what they need to do and possibly get a restraining order against him as well for all your family members

she called the cops about her bf and they said there was nothing that they could do unless he's on our property. completely useless. ALSO we got flashed by some random guy driving by in his truck, called the cops, and he did nothing. he didn't believe us. what the fuck is up today. ~_~;; and my sister is UNDERAGE. still no one did anything.

get restraining orders and make sure she doesnt leave your property just so you can get him on it
