looking for some kids cartoon from the 90s

so I randomly remembered a kids cartoon I saw in the 90s (or possibly early 2000s) I saw like a minute of it , so theres very little I know about it. It was some kid and a raccoon I think (I think it was a kid at least) on a really hot summer day, and the raccoon was sitting on a block of ice. the kid asks him if it gets too cold and the raccoon says furry tush or something XD Just wondering, I think the character design might have been cute so I've been curious. If this rings a bell please tell me!

It was like if Top Cat wasn't a trouble-maker, and his group was a small zoo's worth of animals~
Funny, they had a character that was a parody of Humphrey Bogart (the orangutan) that I doubt many or possibly any kids got, so it was targeted at adults too, huh?
Do you distinctly remember it as a racoon? could it have been anything else? Perhapse a squirrel or otter?
