State of emergency

Once upon a time...
So, this morning I awoke to the sound of a knock on the door.
When I got up to check it out, I was greeted with a sign from our electric company, saying that I have until Thursday to pay them $600. Wonderful, fucking wonderful indeed. I've been trying to save so I can get my SO to move here with me, and now we're slapped with this thing.
And so, I don't know what to do. I'm stuck. Any advice would be much appreciated.

1. Whose name is on the bill?
2. Why didn't they receive it or pay it?
3. What is the usual monthly bill and how many months are you behind?
4. Is it now your responsibility?
Using the answers to these four questions, determine if you have a good sob story.
Use the sob story to request a payment plan to get back in good standing.
Key words: Request a payment plan.
That's assuming that the bill is correct, the monthly fee is correct, and the person in charge didn't pay it because of hardship, as opposed to dispute or something.
I wish you the best of luck getting that fix
