It sounds to me like she has saturated a particular part of the market but she is still producing less than she wants to. When this happens there are a number of appropriate responses. She should probably take out an ad, to get more of the same market, but also broaden her scope to new markets. If I were her I would poll my market, find out what they want and what they are willing to pay for it. If only 8 people in her target audience can afford 20 slots, she should consider adding additional slots at a lower quality for a lower price. She might also ask her audience if there is a kind of slot they are willing to pay for that is not available.
