I guess iPad can technically be used with one of those Wacom pens but it's definitely not built to have digitizers used on it, and there aren't many art apps, certainly nothing to compare to PC art programs.
But there are some tablet PCs that are a similar price and you can run full art programs. Nothing on iPad or Android has ever come close to dedicated desktop digital art programs.
I dunno, I guess I can see someone buying an iPad to play all the iOS-exclusive games on it, and using it for art because it just-so-happens to also be able to do that if you get the right hardware with it. But if you're paying $500 or more for a portable device to do digital art on, iPad is an awful choice.
