Well of course it is ;) Because she's clearly of dragon's blood. But she's not, and I quote, "a rare individual who has been born with the blood and soul of a Dragon, but the body of a mortal".

Incidentally, the Skyrim "language" names the Dragon Blood "Dovah Sos". I feel like it more accurately translates to "Dragon Sauce". Which is naughty.
