Trying to say this before anyone says that the move has too much armour, it is supposed to. That move can still be armour broken by moves that do that. Hugo has almost no way to get in other than Lariat and Max threw a raw Ultra. If Max had thrown a regular fireball, he would have been fine, but he threw Ultra and that move is meant to blow through any and all projectiles so Hugo can actually get in on characters like Guile and other fireball spammers.

No, Max threw a raw Ultra at Ryu and got punished for it, which is what's supposed to happen when you throw a raw, guessing Ultra at anyone in the game, ever.
