Cartoon of the Week -- Fowl Play

While browsing YouTube to see what I could spotlight this week, I came across this oddity:
Can anybody tell me who made this cartoon, or where it's from? I'm guessing Great Britain, but there's no studio identification to be found either at the beginning or the end of the film. (It doesn't help that there's a glitch near the end where the video freezes for a few seconds before jumping ahead.)

Some sources credit it to Halas and Batchelor, Whitaker worked for them for 30 years (he worked on the animated version of Animal Farm) but Fowl Play was directed by Dyer.
One random cartoon short that I recall from Pinwheel had a blue weasel-like thing that at first kept slipping in and out of knotholes. Then it found a room full of food, ate everything in sight and then tried to slip out through the knothole only to get stuck because of having gorged itself. There was no dialog, not even a narrator, so I don't know what country this might have come from. Does the description ring any bells?
