Flash and Toon Boom are your best bet, but also hand drawn animation is still used :)

At least for Regular Show, there is a video showing some of the process at http://www.youtube.com/watch?v=bm91.....-Y&t=4m45s . This part about the animation is very short, the rest of the video is about the story and not the animation. It looks like it involves a lot of hand-drawn images that are scanned and inked and painted afterward, but I couldn't see what software they were using, sorry.

Flash and Toon Boom tend to be the preferred software choices, with final editing done in programs like Adobe Aftereffects or Final Cut Pro.
It only takes basic knowledge to animate.
Once you know the "twelve principles of animation", the rest is pretty easy.

I think so. They sell the software in download form (in fact you actually have to pay extra to get a physical disc), so there's no delivery involved. I managed to purchase it here in the UK even though the prices are all in American dollars.

I have heard a lot of studios use Paint TV which lets you draw frame by frame. I'm not sure what program Regular Show and Adventure Time use though.

You can do it on Adobe Flash CS.

there is a guy in youtube who is an independent animator with awesome skill who has a how to tutorial series that might help you get started

Harry Partridge, he created a show on youtube called starbarians , really good animation & graphics for a 1 man project

I don't know a lot about animation, but I think you're doing a fine job as you are.

Animating is pretty easy if you can picture what an object or character would look like moving around, and especially if you can see the previous frame (like a light-box tracer) while making the next one. Then it's really easy to make a frame depicting accurate movement.

It's also easier if you repeat frames for looping sequences like running , spinning, etc.

Also, taking the same frame and editing a small part to make a minor movement.

You can easily make an animation in Adobe ImageReady CS, but it requires changing the opacity of each previous layer (frame). But it works perfectly!
