He should NOT EVER get paid to draw fan art and publish things based on fan-art. (When there are a dozen better fan-artists on FA who should be published long before him.) If I were Sega...I'd sue him for copyright infringement on Knuckles' design. He'd deserve it...I don't think he could win a lawsuit against Sega. *evil laugh*
