Curiosity regarding people & inconsideracy in social society

I've always been genuinely curious as to what other folks thoughts are concerning etiquette in modern, western society.
This isn't directed at anyone in particular. Rather, a thought on why some people choose to engage with others in an unwarranted, impolite or disrespectful fashion. I consider myself fairly open minded in most respects.
I'm 100% open to any discussions. However, please keep your composure when addressing others opinions.
Okay, personally I've never understood why some people choose to act crassly toward other people. Particularly, acting insensitive toward a person whom they've never met or have no quarry with. What triggers this? Is it steamed from malicious intent? Or a generally accepted way in which to address people or participate in social behavior. For reference I'm talking about purposeful behavior, not ignorant or unintentional.
I've grown up believing that such social behavior is unwanted or to be discouraged. Yet some people appear to feel complacent or even proud of acting inconsiderate or even rude to some.
Being polite to strangers has never been a difficult thing to do for me and I've been wronged many times by who I consider awfully rude people. Yet I don't feel a desire to direct that negativity toward others.
Due to my experiences it just seems selfish to me that some people feel that they're unable to exercise such a simple concept. However, that's just my opinion.
What dose everyone else think? Have any insight or input you'd like to share? Did I miss spell something because I'm drunk?

Television news, particularly news that mostly has opinion pundits (Fox News, ahem), breeds the type of paranoia and lack of compassion that keeps people in a state of anger and selfishness. For example, today in Consumer Reports of all places, I read a letter to the editor where someone was complaining about an article in the magazine telling people about educational assistance. The angry letter stated that that money for assistance was coming from his pocket and how "we will pay dearly for such irresponsibility". Really. You know that person is probably on-guard constantly, paranoid that people are after his money without regard for civilized society as a whole.
I'm sure there are people who are naturally sociopaths, I know a few; but far more are people that have been fed a culture of arrogance and selfishness where one has to fight for oneself and "win" against other people. Every encounter with people outside your in-group is a fight to be won by aggression or intimidation.
There are plenty of people that are polite and compassionate, they just go about their daily business and try to get along with others. The rude people are the ones you remember the most since they evoke strong emotions.
1) They could care less
or
2) They are oblivious
In the case of 1, they simply don't care because the world is all about them. People are simply a means to an end, namely they view people as a source of some tangible reward to acquire or they view people as a source of personal amusement to brighten their own day. Probably mostly the latter.
