EDIT: It really sounds like, by opinion, that I have a legit concern to submit to AB. When I do, I will link you to my article as I have alot of you fellow ArtDoll buyers on my watch list and you should know who you are getting involved with when you drop hundreds of dollars. This is an additional reason why my friends and I opened the
ArtDollCritique group. People shouldn't be kept in the dark especially if they're making these investments.
have any of you written an artist beware entry? if so, when is it legitimate? Is it when you can't settle the dispute with the artist and had to get a third party involved? I'm disappointingly close to having to submit an entry and I really hoped it'd never have to come to that :( Whats worse, I do not want my concerns to be rejected as my experiences is worth notifying other potential buyers who make art purchases and want to know for sure where their hundreds of dollars are going.

It doesn't always work, I've encountered some abusive people who weren't listed there. As a problem-solver, it only works if the other party cares enough their name is on there. I have seen it 'work', as in the threat of public opinion makes them think twice and address something they may otherwise ignore (not to say involved people are doing it on purpose - it's also good for finding alternative ways to contact someone should an email system be not working from what I've seen).
So, I'm pretty sure you can post an AB anytime, even "after" the incident is resolved. It doesn't have to be a "failed transaction" for it to have been a hassle.

If you aren't sure you've been wronged you can also ask for advice on AB before making an actual Beware post outing the person.
