Wearing a collar in public (to my knowledge) isnt illegal. But the leash might get u a couple of haters, but IDK.

I wear my collar everywhere and never had an issue. sometimes a few looks but thats all, its just considered a fashion thing. leashes are the same way, just be mindful of the people around you, you dont want to end up being thrown out of a store because your making the rest of the people uncomfortable.

they would only do that if they receive complaints from other people about your behavior. it depends i guess on where you live and how socially accepted it is

Ask a law offical. :) All I can really say. They can't make you take it off but they can ask you to leave due to other people complaining. I'm pretty sure if you don't make a scene no one would bother you. Same concept as a tail/ears in public.
Your actions aren't infringing on anyone's rights so its not against the law.

Probably not... You might get questioned about it cuz if an officer see he may think that this is against your will or like he is "your owner" in the bad prositute way but other than that you should be fine.

I don't think so, but there are some safety concerns. IE getting caught on an escalator or a car. It's happened before, so heed caution. Although you will get asked a ton of questions, get bad looks, and all that junk here in Texas, so I suggest doing that stuff in adult clubs or where people are being weird at.
