Artists- I need some input/opinions!

So I've been thinking of commissioning someone for like
a two character YCH type deal, where my character is preset as one and the second slot goes to whoever bids highest.
The artist would keep all the money from the bids, of course, and I would pay the remaining balance of the price if the YCH didn't reach up to normal price. Meaning if the commission hypothetically cost $60 originally, and nobody bid on it, I'd pay the full $60, but if the winning bid exceeded $60 I wouldn't pay anything. And if the winning bid was anywhere in between $1 and $60 I'd pay up the rest to get to $60, if that makes sense
Would anyone be up for something like this? I'd feel weird approaching an artist to ask for it since it's a strange arrangement and I feel it might come off kinda... scammy/cheap of me? Even though I absolutely intend to keep this a fair and legitimate transaction. Truthfully, I'm just shy about negotiation. I feel like it'd be a good arrangement for both the artist and myself, since I would get art of my character in any case (and possibly at a discount) and the artist would get any amount of money starting at what they normally charge, and possibly going up from there. And a third party would also get the possible chance for discounted art of their character (at my expense, but hey however it turns out I'd still be happy because I'd get art, at the absolute worst just at normal price)
But if any artists are interested, please get in touch through a comment or a note or something! I'd also like to get artists thoughts on this idea and how it could be altered or improved.
