Need a bit of advice

It appears that an artist has been giving me the cold shoulder - they told me that they would have a piece they've owed for months completed on Wednesday. It is now Sunday, and they have not only failed to give me anything, but they haven't responded to any DMs of mine. He is currently taking more commissions despite that I have literally caught him giving priority to somebody else.
I'm asking for advice - how do I get this person in contact with me? Artists_Beware won't do a damn thing - he's apparently popular enough he can afford to scam some little unknown fur like me. There's no police in this fandom.

You could demand a refund through paypal.
The only thing i can think of is name and shame everywhere, Fa, twitter, facebook.
You should at the very least name them though. Can't let behavior like that go unchecked.
I ended up demanding a refund from the artist. That got their attention. I know there's other things you can do, but that was my first step. That's all that was needed as that got their attention quickly nonetheless.
