Computer Problems, Help! + My Hiatus

I have been busy, and I mean busy.
I've finished up 2 reviews in 3 days and still need to finish up 3 more. (Those are my main priority at the moment)
I will be shipping the tablet Monday ( Sorry i haven't had time)
And I do have a job part time.
Once I finish all the reviews I will be working 100% on commissions. (Give me 1 more week! Thanks <3)
But at the moment I'm having issues.. Please help.
Among that issue, I also have other issues the revolve around this, and it might help and you guys figuring it out, because I surely have reached my limit!
Also before I forget, We have 2 Computers and 1 Laptop, I'm using the Laptop, the other computers do not have an issue with this! Only this one has
Cannot Connect to Server on League
1. I've already done everything in the troubleshooting list. (Except the Java Ones, read next section)
2. I've Repaired League.
3. I've Uninstalled and Re installed League
4. I've Uninstalled and Re Installed my Lan/Wireless Drivers.
5. The Issue is both on Wireless and Direct Connection.
Cannot Use Java
1. I cannot install Java through their "Java Installer"
2. I installed the latest Java through "Offline" download files.
3. I Uninstalled all Java then re installed.
4. Yes, Java is enabled on both Chrome and in Java's Configuration.
Cannot Use IE
1. I know this might not be a HUGE problem, but I believe its some how connected.
2. It Tries to make a connection, but cannot connect to any website's servers.
3. I installed the latest IE 11 so it does not have a "work offline"
Other Stuff I've Done
1. Run Avast Scan
2. Run CCLeaner
3. Run Malware Bytes
Weirdest thing is, I can use Chrome just fine, just not Java.
I've also been asked to try the ping out on google.com through CMD
Sometimes I'll have 0% loss Sometimes I'll have 50% sometimes I'll have 75%, completely random
I also have issues downloading somethings, I just tried to download Firefox and "Unknown Network Error"
So something that's going through this laptop is causing the issue. a

Then try uninstalling Java using The IObit's Uninstaller, it will make sure there are no registries connected with java still once you uninstall java
As for IE, reset all the settings to default,
As for LoL, I don't play it so I cant be certain, but try using a different port to connect to the server (usually you can change this in the settings of most modern games, such as warframe)

Has your hard drive been making any unusual sounds? Have you ran a disk check on it? Bad sectors on a failing drive can cause lots of headaches.
Does java outright fail to install or is it installing but just not working?
Have you tried an alternative network adapter, like a usb one?
I would still not completely rule out malware, for that you'd need to look at your running processes and things in startup. As well as just go through your appdata and program files and look for ANYTHING that looks like you have no idea why it's there. I usually do this for people because I know what to look for, I'd be happy to have a look at it if you could get me screencaps.
BTW I'd totally like to commission you again if you are available and get these issues resolved :O
