First thing to do is report him. And get others to report him too. Enough of those and the dA staff should notice and remove his works.
you should also tell him that it is not okay to copy anyones art without permission. maybe he doesn't know about intellectual property
I already reported about this SOB
Also, if you fear about having drawings stolen from you again, you can add a watermark or signature to all your drawings. ^^
