Paypal: Who pay the extra charge?

Okay... I'm very upset about something. You know, I was thinking about that extra charge. When we pay someone via Paypal, we have 2 options:
-Paying for a service.
-Sending money to friends or family.
Now, here the thing... One of us must pay an extra charge because we're using Paypal's services for that which makes senses. Then, who has to pay it? If we pick the 2nd option, we're offering money to someone like a kind of donation and all that, then, we'll be in charge and we'll pay a bit more for that.
As for the service... In my case, when I ask a pic... Who has to pay the extra charge? The client or the artist?
I thought carefully about it and I came to a conclusion... First of all, we're both using Paypal's services and we both need them but... When we pick the 1st option, Paypal says the artist will be in charge. And technically, the artist should pay it because he really needs Paypal's services at some points. After all, that's the only way to get money around the world. So, normally, the artist HAS to fully pay the extra charge because he's performing a service.
That's what I'm believing anyway. The client shouldn't have to pay the extra charge. And if you think... But if you REALLY think the client is a thief or greedy, or he's trying to trick you because you weren't fully paid... Then, you are STUBBORNS and/or DUMBS as you know nothing about the current system in this world! If you're offering your services and if you think you shouldn't pay the extra charge, then, you are wrong and you need to study a bit more about business. After all, when you sell your art, it's like you have a job and you're actually working at some points and PayPal is here to offer its services for you. And technically, you're like a manager as it's your own company. And Paypal is part of your actual business and you'll likely use it to perform your services. You still don't understand what I'm trying to say? Then, study more! Anyway...

If a lot of artists complain about that extra charge because they don't want to pay it... I swear I will leave this place... Permanently! And I'm not kidding this time!
