back in the early 70's the BBC VT staff used to produce and edit small programmes from each department, like BBC news. They did this during the christmas run to fend off the boredom of sitting for days on end sheduling programmes for the holiday. The rainbow episode was made during this time for that purpose. The tapes were never meant to leave the BBC but leaked out over then years.

I read that it wasn't banned, that this was just something that they made as a joke and that the rest of the show was as normal as a kids show with crappy puppets could get.
It would've been a lot better if it was all naively unintentional though. xP
