For backgrounds, the programs have some pretty nice perspective rulers that can help you, so you can setup 1 point/2 point /3 etc. Getting comfortable using them can take a little while, but there's lots of tutorials/videos of people showing how to use them well.
Just for example here's two pics I've done in CSP using 1-point perspective rulers! http://www.furaffinity.net/view/14144036/ & http://www.furaffinity.net/view/14747617/
Hope that helps anyways <:3
Moho was a free puppet rigging system program designed in a flash style editor.
If you're looking for painted backgrounds i suggest PaintToolSAI the brushes are varied and the stabaliser can smooth out a cheap tablets resolution. Custom brushes are a must in it because of the specific brush styles you can acomplish.
If you're after vector style lines you might have a problem, im not sure of a good vector based program other than adobe's stuff (mainly illistrator and photoshop).
If you can still find MOHO it should still be free, but has the ability to paint in vector lines (like flash). (it newer versions were changed to "AnimeStudio" and its drawing mutation "Manga Studio"
So good for;
painted/detailed : SAI
Vector rough : Flash
Vector Neat : Illistrator
Vector Painted : Moho/AnimeStudio
I wont include manga studio in there because i havent used it, and the most i know is its another form of AnimeStudio/moho.
You could always do what i do, and grab random elements like trees buildings grounds, and then place them like stickers into a scene and then make a layer and paint over them.
