Like someone said in the comments: it's just formality that Argentine presidents do in order to reassure people that everything is alright and to calm rumors of werewolf sightings.
Apparently, the historical roots of the practice don't even have anything to do with werewolves; the werewolf bit was a separate thing to do with seventh sons, and they got connected in folklore.
Actually, it's not! There is a law about seventh sons/daughters in Argentina, and it's commonly (though apparently erroneously?) associated with werewolf legends about seventh sons.
I'm not sure what to say, The legend of the Lobizone it's know on countries of South America. But never heard of something like that were needed. Since it was on the 28 of december where mostly no New should be believe when it's this "silly" make me quiet doubt... xP
Oh, I'd heard about the law years ago! It's just that two separate things about seventh sons (werewolf legends and this presidential adoption law) got combined in popular lore :)
Well, almost no one believes the legend anymore, least of all the president! And apparently the connection of the werewolf legend and the seventh-son law is a legend itself, drawn from the fact that both dealt with seventh sons; the law wasn't instituted because of the legend, unfortunately. But we can still like it! :D
